Annual supervision fee for nicotine products by municipality

The municipality charges an annual supervision fee for every point of sale for nicotine products. Under the Tobacco Act the fee is at most 500 euros per point of sale, and in practice it is 500 euros almost everywhere — the difference between municipalities arises in the application and update fees, which can differ by several hundred euros. The largest cost factor, however, is not the municipality but the number of tills and product categories. We have collected the figures for 292 municipalities in one place.

How to calculate the fee The annual fee is charged for every point of sale, and municipalities interpret a point of sale as a till: in a shop with four tills the fee is charged four times. If both tobacco products and e-liquids or smoke-free nicotine products are sold at the point of sale, the fee may be up to double that — at most 1,000 euros per point of sale. The municipality affects the outcome less than the number of tills and product categories does. The fee and the licence are different things: the licence is per premises, the fee per point of sale. The table is searchable. The figures are based on the municipalities' own tariff decisions and are checked annually. The fee notes are in Finnish exactly as they appear in the tariff decisions — we do not translate them, because a translation could change the meaning of a binding decision.
